Quality & HSE Policy
Gulf Bridge General Contracting (GBGC) involved in Engineering, Procurement, construction,
Commissioning & Maintenance activities related to various types of Buildings & Infrastructure works, Mechanical,
Electrical & Plumbing (MEP) works and provides services in carpentry works, Structural Steel & Stainless works,
and Trading of building materials, cables, wiring accessories, machineries & equipment related to construction,
and is committed to provide superior quality service to our customers and to conduct out business in a
responsible, safe and profitable manner through continual improvement of our quality, environmental,
occupational health & safety performances.
At GBGC we are committed to ensure this by:

to the standards and requirements specifically stated and agreed with our
customers/clients to their satisfaction.
▪ Associating with strategic partners or specialist contractors to extend the range
of services offered ensuring that they are also conforming to the standards
and requirements clearly stated in the agreement made with its
customer/client to their satisfaction.
▪ Proactively reducing the HSE and security risks of all the persons working with us
and promoting their health and wellbeing.
▪ Identifying the hazards and environmental aspects, analyzing their impacts
and introducing controls to minimize losses or damage to people,
environment, equipment, products and assets.
▪ Effectively communicating, motivating, training, empowering and engaging all our
employees in order to improve their competency and team spirit.
This policy shall be evaluated or reviewed for sustained suitability and will be timely communicated to
employees of GBGC and will be made available to its customers/clients and other interested
parties.

Introduction
Maintaining excellence in the safety of the work being done is a primary requirement not only for
well-being of the personnel engaged in construction work but also for the benefits that accrue
through higher moral and the expedition of the construction time of a project. It is for this reason, a
safety program is formulated. GBGC is fully committed in ensuring health and safety of all personnel,
in the preservation of environment and security requirement, permit to work systems, and safety
regulations for contractors.

Scope

The scope of this Plan is to detail the HSE Management System adopted by GBGC for all the site
activities of the Name of Project.

Purpose

To define the organization and the procedures to be adopted by GBGC and Sub-contractors who
will perform all site activities as per Client / Consultant requirements with in a safe manner.

Policy Statements

GBGC is fully committed in ensuring/improving the corporate policy standards of Safety, Health &
Environment in all our work sites, accommodation and also that of our clients, subcontractors
and suppliers. It will adhere to the State of Qatar & International code of practices in placing the
HSE Matters as a supreme priority and will adopt these as the minimum requirement.

Environmental Protection Policy

GBGC shall comply with Client / Consultant HSE requirements and all Safety, Health and
Environmental regulations in accordance with the laws of State of Qatar. Such environmental
requirements shall include, protecting the environment by acting to preserve air, water, human
life, animal and plant life from the adverse effects resulting from its work or operation of the
services

Smoking Policy

Smoking is only permitted in designated smoking areas at project Lay Down Area. The carrying
of matches or cigarette lighters in hydrocarbon areas is strictly prohibited.

Drug , Alcohol Screening & Policy 

The abuse (or misuse) by employees of alcohol, drugs and similar substances impair their duty to
perform properly and may have serious adverse effects on themselves, on the safety, efficiency and
productivity of other employees and the construction site as a whole.
The use, possession, distribution or sale of illicit drugs or unprescribed controlled drugs or alcohol
on Client / Consultant premises is strictly prohibited and is grounds for appropriate disciplinary
measures up to termination.
CONTRACTOR reserve the right to:
Conduct unannounced searches for drugs and alcohol;
Carry-out random and “for reason” testing of any person.

Contractor Project Objectives and Targets

Implementing and improving safe working practices and methods, training personnel at all levels to
ensure they instruct or carry out work in a safe manner. Recording and monitoring safety statistics
throughout the company and taking proactive measures to minimize the potential of accidents
including HSE performance in the appraisal and reward of all staff and managing the HSE as any
other critical business activity. Every staff, workforce and other employed by Contractor and their
Subcontractors and suppliers are required to comply fully with this policy and our TARGET will
achieve the goal with ‘zero incident’.

Roles and Responsibilities

Project Manager
The Project Manager is responsible for all site HSE matters and for giving direction to GBGC’s
Siteproject team members

The Project Manager will act as follows:-

✓ Assume full responsibility for HSE on the project and maintain liaison with Executive Director,
Operations Manager, Manager Project, H.R Manager etc. and Plan & direct the site HSE
program. Promote HSE by enthusiastically advocating the program.
✓ Delegate responsibilities for the various HSE functions and authority, for Departmental and
craft HSE Promotion. Require full HSE compliance by all GBGC employees and Subcontractors
personnel.
✓ Establish the site HSE rules with special attention to unusual operations and HSE requirements
of client. Maintain a current awareness of the Construction HSE performance status and HSE
moral. Establish disciplinary actions necessary to develop a good functioning HSE
program.

Site Engineer

The Site Engineer is not directly responsible for the craftsmen. He will work in conjunction with
Construction supervisor in ensuring only the best possible safety practices are observed by the
workforce. This responsibility will extend to the Subcontractors working under his direction.

Safety Officer

The site safety officer will report directly to Project manager and will assist in implementing and
monitoring the HSE Plan. The specific responsibilities of safety Officer will include but not limited to
take a proactive approach to the implementation of the HSE culture within GBGC and Subcontractor
personnel. Implementing and monitoring the HSE plan and all procedures/programs developed
under the umbrella of this construction HSE plan. Coordinating with site project team (GBGC and
Subcontractors) in enforcing the HSE Plan and all supplementary procedures and programs. Familiar
with the all applicable HSE legislations and regulations and the requirements of this plan. Inspect
construction area frequently to identify hazards, non- conformance and non-compliances.
Maintaining inspection program and report findings and recommendations to, project Manager and
Subcontractor for prompt corrective action. Assisting Project Manager in training the workforce.
Investigate all incident/accidents as defined in the construction HSE plan and ensure such reports
are timely submitted to site Project Manager & FMD Project. Maintaining publicity materials on site
bulletin boards, poster, safety signs, banners and suggestion box on regular basis.

Site Supervisor

Site Supervisor is directly responsible to controlling the activities and operations during the
construction of Project Construction. Supervisor is plays an important role in ensuring
this construction HSE Plan is complied with during execution of construction activities and
operations. Construction Supervisor will plan his activities and operations to avoid conflicting and
incompatible work to reduce hazards and risk to minimize impacts on the environment.

The specific responsibilities of Site Supervisor will include but not limited to the following:-

Reviewing all work and all new personnel for HSE needs. Complete familiarization with HSE
requirements is an integral part of the total job responsibility. Monitoring of HSE attitudes of the
workforce toward HSE insisting on compliance with all HSE legislation and regulation before and
during the execution of construction activities and operations.
Conducting regular HSE inspections and arrest hazards and risk identified at time of
inspection. Organizing and conducting regular site HSE meetings and other activities to
perpetuate HSE unconsciousness. Initiating plans to ensure proper and safe tools,
materials and equipment necessary for the performance of construction work are
provided to the workforce.
Assisting in incident/accident investigations to ensure proper reporting and documentation
and ensure prompt mitigation measures are made arrest the cause after an accident to
eliminate recurrences. Planning construction activities and operations with other supervisory
personnel performing work within or adjacent to their assignation work area. Monitoring
Subcontractor’s compliance with the construction HSE plans. Familiar with the all current
applicable HSE legislations and regulations.

Site Foreman/Performing Party

Foreman is responsible for instilling HSE awareness into his workforce. The specific responsibilities
of foreman/performing party will include but not limited to the following:-

Familiar with all applicable HSE requirements stipulated in this construction HSE plan
and all its supplementary procedures and programs. Incorporating HSE procedures into routine
construction activities and operations and ensure workforce in made aware of and implement such
HSE procedures. Conducting regular HSE meetings with the workforce. Conducting daily toolbox
meeting and site HSE inspections to identify and correct any existing unsafe conduction.
Coordinating construction activities and operations with site HSE engineer in ensuring such works
are being carried out in a safe manner. Correcting any unsafe acts immediately without taking
unnecessary risks. Analyzing any unsafe conditions prior to start the job. Ensuring new project
employees have received adequate HSE interactive induction training and that proper instruction
have been given before they are allowed to commence the work. Training the workforce to eliminate
the hazards at site.
Reporting of all incident/accidents, unsafe conditions and defects in equipment to
site HSE Officers/supervisor and ensure the affected areas is not disturbed until the
completion of investigation.

Quality & HSE Policy

Safety Watch

▪ Safety Watch must be competent & performing at the time of confined space work.
▪ He is familiar with confined space access & egress.
▪ Finding of work hazards/unsafe conditions.
▪ Prompt action at the time of emergency.
▪ Must control the entry/exit log sheet.
▪ Must know the emergency procedure in case of any alarms.

Banks man

▪ Be medically fit, with particular regard to eyesight, hearing and reflexes.
▪ Any banks man must be competent, ie must have received third party training.
▪ All moving operations should be suitably planned prior to commence the work.
▪ Ensure effective communications.
▪ Fully understand signaling and able to give clear and precise signals.
▪ Ensure safe working loads (SWL’s) are always complied with.
▪ When using signals then stand where you can clearly see the load, the driver/operator can
clearly see you, and make your signals clear and using only flag.

HSE Project training/Meeting
Sub-contractor Orientation / Induction
GBGC will give in house orientation/induction training to all Sub contractors those who are
working with this project.

Kick-off Meetings
Safety kick off meeting shall be conducted prior to the commencement of the contract services.

Monthly HSE Progress Meeting.

HSE progress meeting shall be conducted monthly once with site project team, project
Safety Officer will be represented for the progress meeting.
The purpose of the meeting is to discuss all aspects of the services and as a minimum each meeting
shall cover of the following:
▪ A review of the job safety analysis associated with the daily work activities.
▪ A review by GBGC on their HSE Program and employees HSE training. The contractor shall
provide documentation of the safety training received by all of their employees who will be
performing the services.
▪ Discussing all site safety related issues.
▪ A review of any near misses or incidents.

Contractor Toolbox Talk Meeting.
▪ As part of the project’s continuing “Safety Tool Box Talks”, GBGC and Sub-Contractors shall hold daily Toolbox
Meetings with their workers. These meetings may be chaired by performing party/Foremen with the help of the safety
officers if needed.

Quality & HSE Policy

▪ All topics relating to the safety of employees shall be covered. It is the responsibility of GBGC and Sub-
contractors supervising staff to check that all workers attend. Records of attendance and topics discussed shall be
maintained and a copy attached to the PTW.
▪ Every week there will be a focus points to be discussed on Tool Box Talk.
▪ Focus points will be based on previous observations/inspections.

Contractor Incentive Program
▪ Employees who are in the worksite and are performing a Good Safety Behavior/Safe Work Practices will be given a
safety incentive token.
▪ This will be GBGC ‟s prerogative when choosing the candidate.
▪ Five (5) safety Incentive Token will be given to candidates and exchange for QR 30 Hala Card.
▪ An update of the incentive program list will be submitted to client in the progress meeting.

 Project HSE violation 

▪Unsafe action during the work period, unsafe physical condition by other individuals is expected in
circumstances where there is a potential imminent hazard.
▪Disciplinary action may include the removal of an employee from the Project.
▪Disciplinary action may be extending to supervision and/or subcontractors in the Project.

 Project HSE repotting procedure 

▪The project HSE daily observation, Incident, Near miss and manpower/hours report will be prepared and
maintained by the Safety Officer.
▪Reports will be submitted as per client requirement.

  Site HSE Inspection
   Client/Contractor weekly HSE walk through inspection. 

▪GBGC project team will be responsible for Client/Contractor weekly HSE walk through inspection.
▪Prior approval will be taken from Client / Consultant Management for walk through program.
▪The observation with action taken by will be submitted to concerned team members by GBGC HSE Department.

   Permit To Work
      Approved method statement & JSA will be submitted along with the permits. GBGC  will follow the Client / Consultant   
    minimum requirements for PTW.

    Hot Work Permit

Any work activity involving a source or potential source of ignition. Examples of hot work involving a source of ignition are welding,
burning, grinding, electrical heat induction, disk cutting. Examples of hot work involving a potential source of ignition are: internal
combustion engines; dry grit / shot blasting; needle gunning; use of non- certified electrical / electronic equipment; use of soldering
irons; heat shrink blowers; steel wire brushes; use of battery powered cameras.

  Excavation Permit

Hot work permit/related permits if any will be required for any excavation, which breaks the ground surface and extends below it,with the exception of designated garden areas where the depth of excavation does not exceed 200mm. Excavation includesdigging by hand or by mechanical means. Excavation includes trenching, digging, boring, drilling, grading, pile driving or any otherform of work likely to disturb the strata below the ground surface

During excavation work, should unidentified services, cables or pipelines be located, work must cease until Client /
Consultant Issuing Authority‟s approval is given for re-commencement. The Issuing Authority will involve Client / Consultant
Engineering Department representative, so that the line can be identified and recorded.
Confined Space Entry Permit
A confined Space Certificate is required for entry into a confined space which is defined as any enclosed or partially enclosed
space where: Entry is possible; AND Access might be physically restricted; AND Egress is restricted or difficult; AND
There is a risk of oxygen deficiency; AND
There is a risk of, or accumulation of dusts, vapors or gases which are flammable or hazardous to health. If the excavation
is greater than 1 meter depth, the confined space certificate will be used. Doorways and other portals through which a
person can walk are not to be considered limited or restricted means for entry or exit. However a space containing such a
door or portal may still be deemed a confined space if an entrant‟s ability to escape in an emergency would be hindered.
Any “entry” Spaces may include but are not limited to:-
▪ Storage tanks, process vessels, boilers, pressure vessels, columns and other tank like compartments.
▪ Open-topped spaces such as pits or trenches.
▪ Pipes, sewers, shafts, ducts, pump, valve pits.
▪ Fin fan enclosures, roof spaces, under floors, air ducts, furnaces, excavation greater than 1 meter in depth.

    Working at height

▪ Scaffolding shall only be erected, modified or dismantled by suitably trained, qualified and competent
scaffolders.
▪ Any work which results in openings being created where persons can fall through, or removal of side
walling/barriers where persons can fall from must be effectively protected to prevent injury and will require a
detailed Method Statement, Work Permit and designated supervisor.
▪ Materials, equipment or plant shall be properly secured to prevent them falling from height.
▪ Where there is a danger of falling material, effective steps (i.e. solid barriers and warning notices) must be taken
to prevent access, and warn people about the hazard.
▪ Which work on fragile or sloping roofs where personnel can fall through or from the roof, must use crawling
boards.
▪ Fall protection barriers must be erected around all roofs, before work commences.
Personnel Protective Equipment (PPE)

PPE‟s shall be supplied as per BS standards and requires Client / Consultant approval.
We shall endeavor to eliminate any hazards as deemed reasonably practicable. However, when hazards cannot be
removed, appropriate PPE must be utilized. PPE when selected, maintained and used properly helps to establish a
measure of protection between the worker and the hazard, but it does not eliminate the hazard. Basic PPE is
considered to be mandatory.

It is the policy of GBGC to ensure that the worker’s health and life is protected during their
normal work and during any emergencies

First Aid

Basic First Aid training will be given to Project firstaider.
GBGC
shall
provide
arrangements
for:

▪ Availability of a first aid room duly equipped and readily accessible
▪ Availability of the trained First Aid personnel during the work time
▪ First Aid boxes to be located at project worksite.

Workers Facilities

GBGC will provide the following facilities for the GBGC workers, Staffs and
subcontractors:-

▪ Adequate dining hall & Rest room with AC facilities
▪ Potable Water facilities with hygienic condition readily nearby
▪ Shall provide adequate potable water cooler at the work place.
▪ Shall provide sufficient garbage containers at appropriate locations
▪ Shall provide Toilet facilities with hygienic condition
▪ Design of the resting shelter must be approved.
